Introduction.
The Rojava Centre for Strategic Studies (NRLS) hosted the three-day International Forum on ISIS (Da’esh) which focused on security, social, economic, and legal issues currently facing the region as a result of the five-year war. International intellectuals, academics, and political experts from 15 different nations travelled to the Autonomous Administration of North and East Syria (AANES) to participate and hear from local military, civil society, and administration officials. This is the second forum the NRLS has held, the first of which focused on the on-going ethnic cleansing in Afrin after it fell to Turkish backed militant groups in March 2018 during Turkey’s Operation Olive Branch.

Today the International Forum on ISIS began, bringing together 200 participants – approximately 30 from Europe and North America, 75 from other countries in the Middle East, and the rest from the civil society, military and administration of North East Syria – to explore challenges and solutions for bringing ISIS to justice and restoring stability to the region and globally.

Islamic State presented a danger to the whole world, and North East Syria in particular. As such, it is fitting that their territorial defeat was carried out by the Syrian Democratic Forces, in partnership with the Global Coalition.
Yet despite its military defeat, ISIS remains a grave threat. Their occupation in Syria continued for over five years, in which time they imposed their violent way of thinking on society and won open and clandestine support from sections of the international community.

The International Centre for the Study of Violent Extremism were invited experts speaking at the “International Forum on ISIS: Dimensions, Challenges, and Strategies for Confrontation” in Rojava,
Syria, and gave the following presentation about their recommended next steps for the Syrian Democratic Forces in addressing the thousands of ISIS detainees currently held in their prisons and camps.

5. Final Declaration of the International Forum on ISIS

The International Forum On ISIS: Dimensions, challenges, and confrontation strategies, closed in Amude on Monday night. Three days of debates, discussions, testimonies and proposals, which brought together hundreds of people from all over the world. The Rojava Center for Strategic Studies (NRLS) invited more than 200 people, including politicians, researchers and representatives of civil society institutions from multiple countries.
